What is CALDRA?

CALDRA leads the USADRA effort in California. USADRA works to bring Ohio's deputy registrar system to other states. CALDRA is now building support for a California bill.

Has California adopted the proposal?

No. California has not adopted the CALDRA plan. A new law must grant the state power to set up the program. Rules, deputy selection, and any pilot would come later.

What is a deputy registrar?

In Ohio, a deputy registrar is an independent contractor picked through a public process. The deputy runs a license agency and provides approved BMV services. California would need its own legal definition.

Would this replace the California DMV?

It would replace direct state operation of selected DMV offices and services. It would not end state control. California would keep the official records, rules, audits, and power to enforce them.

What services would local operators provide?

No service list has been adopted. California would decide which tasks deputies may handle and which must stay with state staff. The state would also set a clear path between the two.

What benefits is CALDRA pursuing?

CALDRA seeks lower state costs, shorter visits, more service sites, and private funding for new technology. California must publish its cost forecast and measure the real results.

Why does CALDRA refer to Ohio?

Ohio uses private deputies to run license agencies for the state BMV. Ohio deputies hire staff and handle payroll, sites, insurance, and daily service. The state sets the rules and can end a contract.
